Although I greatly respect Islamic Scholars but here he is making sweeping statements in contradiction to facts.:
Hijab was banned in Iran towards the Reza Shah's rule(around1936) and this ban continued till his fall despite opposition from Ulema. Although it was not strictly implemented by Muhammad Reza Pahlavi but the spirit of hijab ban upheld and it was still associated with civilization and modernity and it was only after the Islamic Revolution that women were free to take it rather encouraged to do so.
